Beasiswa ini menawarkan lulusan-lulusan untuk negara-negara berkembang dengan mengikuti kesempatan meraih gelar Master dalam disiplin ilmu khusus yang berelevan untuk pembangunan sosial, politik, dan ekonomi di lembaga Institusi tinggi di Jerman
